The following information was requested with regards to this RFI:
Question: Is the overall objective of the Talent Management solution to interface with the current Oracle/JD Edwards applications?
Answer: OCSD seeks a solution that would interface with the current Oracle/JD Edwards applications. At this point the organization intends to keep these systems, as well as its current recruiting system (NeoGov) and learning management system (GyrusAim).
Question: How many users do we expect using the software? Is it different for the different modules?
Answer: Eventually all 620 OCSD employees are intended to use the software, although there will be a variety of user levels: Administrative (for up to 15 Human Resources staff), Management (90 employees, need access to their workgroup information, etc.), and Staff (~520 non-management employees who would access their employee profiles and read-only versions of their own performance reviews, etc.). Appropriate access to the different modules will be determined in cooperation with the vendor, realizing that permissions will differ based on each position’s needs. For example, non-management employees would not need access to a Succession Management module.
Question: Do we have some type of learning system in place? Is it something we are tied to?
Answer: OCSD currently uses GyrusAim as its learning management system and does not intend to change at this point or during initial implementation. However, in the future once a TMS were well-established at OCSD, the organization may be open to reassessing this approach and transitioning if it were to make sense.

The Orange County Sanitation District (OCSD) is soliciting information regarding Talent Management Systems. With this information we may draft a Request for Proposal (RFP) which will represent OCSD’s needs and is effective in soliciting adequate competitive proposals, as appropriate.

The primary goal of this RFI is to solicit information from Talent Management software vendors to help OCSD identify the feasibility of enhancing and integrating its existing Human Resource solutions with a commercial off-the-shelf Talent Management software.
