Scope of Services: The City of Fontana and the Housing Authority of the City of Fontana invite any experienced and qualified housing rehabilitation contractors to submit a Statement of Qualifications for the Neighborhood Stabilization Program. The City will be acquiring foreclosed units in need of rehabilitation and to create a list of Contractors to perform the rehabilitation of properties that have been acquired. The quality of the rehabilitation will comply with “decent, affordable housing” requirements, exclude luxury items, and meet the City’s building code and HUD’s Housing Quality Standards. Furthermore, the rehabilitation will address issues relevant to energy efficiency such as weatherization, irrigation, and energy star compliant appliances. Those contractors who qualify through this process will be put on the Qualified List to submit proposals on each group of homes to rehabilitate. The homes purchased will be vacant and in various stages of disrepair. The rehabilitation could include anything as minor as paint and carpet to complete drywall replacement, plumbing, landscaping, roofing, millwork, HVAC, electrical, etc.
Project Details: As housing units are acquired, staff will hold open houses with all qualified contractors. Open houses will be conducted in batches of 1 to 10 residential units that are grouped geographically. Specifications for each unit’s rehabilitation will be provided by the City that are under contract to prepare the work write-ups. The contractors under will then be allotted a short period of time to submit proposals in response to the open houses. Staff will determine the lowest responsive bidder and a separate agreement will be executed for the winning bidder for each group of homes.
